[PBS Question] Modifying .dat file?

I'm modifying some games made with Essentials for balance and fixing purposes (Pokémon with wrong stats, missing moves, wrong Pokédex descriptions, etc). For example: In one of these games, Raichu has the pre-gen 6 stats, so I modified the pokemon.txt file inside PBS and then compiled data to make the changes work. Base Raichu stats were successfully changed, but his Alola form still has the pre-gen 6 stats.

But there's no pokemon_forms.txt file inside PBS, so I supposed I should instead modify the regional.dat file inside the Data folder, but I don't know how to modify these files.

I'm not sure if I'm way off here, so I'd really appreciate some advice from someone more experienced.
