Most x character?

Who do you think is the most x character, and why? But if the character is from the TV show, or any example actions are from it, let us know. Say anything to replace x, such as "evil". For example:

"Dude, Mewtwo has got to be the most evil. All he wanted was to destroy the world by massive hurricane."

In all of Pokémon games, I like to take Giovanni to be one of the most simplistic and straightforward criminal organization bosses out there.

His teams never seem to be gimmicky, so to speak; when battling against this person, we usually wouldn't find ourselves facing the same, exact Pokémon simultaneously. Instead, his team consists of Pokémon of all types, abilities, moves, and anything else we could possibly think of.

The guy's plans and whatnot are also realistic. Maxie, Archie, Cyrus, and so forth put out missions for their respective teams that some fans may consider to be slightly over-top, but for Giovanni, it's rather on-spot; if I'm not mistaken, it's to steal Pokémon and find ways to make profit.
