3rd Gen My action replay won't work

    I bought an action replay with free codes for Pokemon Firered and Leafgreen. I chose an encounter code for luigia. I started playing the game. I went into the grass and found a pokemon, but it wasn't luigia. I kept walking in the grass for 30 minutes, but I still can't find Luigia. Why doesn't it work?
