My problem

I told my friend kahless that I will burn DB EVO on to a CD-R. I did that.

Now is there any way that I can make a menu and make it work like a DVD

You need to burn it as a video disc, not as a data disc.

For reference though, simply burning it as a video disc will not automatically create menus. You need software to create and render the menus and you generally also need an actual DVD, not a CD-R (unless the movie file is really small).

If you're on Windows, I'm sure there are a million options but Nero Vision (included with any Nero suite) makes the menu creation process extremely simple.

iDVD works wonders if you're on a Mac and want simple menu creation.
