What do Rayquaza and Arceus have to do with Johto besides some 'coolness' factor? The rest I really could care less about right now...

The game doesn't revolve around Johto, I'm just using the Johto starters because they're my favourite ones. And they're going to be legendaries in my game.

You have got to be kidding. Mewtwo, Lugia, Rayquaza, Arceus...all of these have nothing in common. They don't even levitate on the same ends on the globe. How, then, do you intend on tying them together if there's no reason for any of them to be in your region all at the same time?

By the way, is this happening in Sinnoh? I ask 'cause, unless you have a quarry where they mine and isolate minerals and rocks containing magnetic elements, I don't see how you'll get such a concentration of magnetism great enough to evolve Nosepass...making another Mt. Coronet would be like having two Tin Towers or something. Not the best comparison, but it suffices...

My region will be under Sinnoh, so my region will have Mt. Coronet in it. I also know that none of those legendaries have anything in common besides the dogs and lugia/ho-oh. The main legendary of my game will be Mewtwo since he is my favourite pokemon of all time. You'll be able to adventure to Navel Rock through a boat to reach Lugia/Ho-oh, and the legendary dogs and rayquaza are all found roaming the region. The dogs are found roaming after awakening them, and Rayquaza is found roaming after you beat the Elite Four. Arceus is kind of just there and will be a secret legendary that will be hard to find.

There is exactly 200 Pokemon there.
But by the look of this list, it looks like there's more than 200, especially because only ratatta and evo as well as non-johto starters and legendaries (excludibg mewtwo, rayquazza and arceus) are absent. You have to chip off some more pokemons.

Also, your dex have to be re-arranged. It looks as if you pasted the list of national dex (with cross-gen evos together) here and then erased most of the starters and legendaries, and finally put the starters at the top and the legendaries at the bottom. I suggest that you arrange them in, say, when you would obtain them in your game.
