Why do you want to be a Pikachu so badly?

Anyways...You need to answer some questions that would make you an Impish nature type.

Im not sure but I think when you see Mudkip (or was it Totadile) going to see Pelipper and it flys away, then start a new game then you will have to answer the questions that sort of make you a kind-hearted person.
Some or most questions change when you see another pokemon going to Pelipper...Im pretty sure!

It happened to me on my Red Rescue Team and I am quite certain that it will happen on Blue Rescue Team as well.

If I were you, Id be a fire or water pokemon such as:
Mudkip -> Calm nature
Cyndaquil -> Timid nature (it happened to me but i guessed all those questions)

You can also choose pokemon like Machop (you need to be a Brave nature type) or Grass pokemon like Bulbasaur (you need to be a Docile nature).

The reason why it would be good to be a fire pokemon so it can walk on lava and water pokemon can go on water.

A good combination would be Mudkip and Torchic because-
1. Most of the moves that they learn are better than Charmander and Squirtle or Cyndaquil (learns worst moves) and Totadile (best egg moves but can't breed pokemon in game)
2. When you beat Rayquaza, you can switch to the other pokemon to go on lava or water.

Choose your pokemon and partner wisely!

Although this question SHOULD be asked in the simple questions thread, but if you want a Pikachu so bad, why dont you have him as a partner? like i did
if you want the answers, try googling "Answers to Pokemon Mystery Dungeon Quiz" or something liek that....

Note: I hate it when people think what they do is what everyone else wants. THE PERSON WANTS A PIKACHU, so get with the program. You should not try to veer them off course from what they need help with if you don't have an answer.

Or do something like DR posted.

What do you mean? To go to Rayquaza, you need Fly, which is found in Solar Cave somewhere and go to Sky Tower...
To beat him to finish the first half of the game, you need to beat Groundon, then you should follow the game through and Alakazam and Xatu should transport you to Rayquaza
