How can i get the ticket to get to navel rock. Also why cant i get to mewto even though i beat the elite four? Also can i get the legendary dogs because i beat the elite four?

3 dogs:Yes, but the beasts travel.
mewtwo:you can't go until you get the ruby and sapphire and give it to celio.ruby is found in mt. ember after you beat the dex and have 60 pokemon or more. Saphhire is found in ruin valley, then dotted hole where you have to complete some events to get it.
and navel rock is only available by nintendo events or cheating/hacking the game.

- The ticket isn't given out at events anymore, so the only way to obtain it is to hack. D: Sorry.
- As for Mewtwo, you have to complete Celio's Sevii Island quest. Catch 60 Pokemon, talk to Professor Oak, then go see Celio in the One Island Network center. After you complete the whole quest Mewtwo will be there in Cerulean Cave.
- It's possible to catch the beasts after you beat the Elite 4. The one that appears will be the one strongest against your starter (for example, if you chose Bulbasaur, Entei will appear.) They travel all around Kanto, so it's a chore to just find them.

How about mixing records instead? :3
If you know a person who has a legit Mystic Ticket (or whatever it's called), you can just Mix Records with him/her and both of you will have a Mystic Ticket in your bag after you're done.
