[Other] Need a expanded empty emerald ROM for custom game

    Anybody know if anybody has made a expanded empty emerald pokemon rom? Basically I want a blank slate to create my own catch em all game with new sprites, areas and mons. Is this possible? FYI I'm a returning enthusiast wishing to make a ROM hack.
