Its in this little room where you can find The TM Dragon claw and this does'nt need a thread, it needs to be in the simple quistions thread.

As you enter Meteor Falls from the right hand entrance, go left until you get to some water. Surf up, then waterfall and go through the door. Go right and down the ladder. Go down, left then up and up the ladder. Fight the trainers as you walk up, then go n the left hand side of teh sidey-things, but don't go down the last one. Go down the ladder, right, surf up then through the door. Bagon can only be found in this area of Meteor Falls.
