Need Help Evolving My Feebas!

So, I've got an EV trained Feebas here that I need help evolving. c: It's holding a prism scale right now and now only needs to be traded.

I was wondering if someone would be willing to give me a hand with evolving him? As a reward, I can give you a 3-IV ditto, or a timid Greninja with Protean. c:
