Need help identifying what's going on with this card - Jap Cereulean City Trainer with no rarity markings

I have this Pocket Monesters Cerulean City trainer card, and there are no markings on the lower right corner of the card to indicate rarity and card order. Can't seem to find any info. Any ideas? Thanks!

Older Japanese cards that come from theme decks don't have rarity printed on them. This is also true for older Japanese promos (and some newer ones but that's not relevant)
