U gotta awaken kyogre. Surf around the routes under mosdeep city and dive in all the places you can. Eventually ull find an underwater cave with team aqua inside and kyogre.

I have gotten to that already I am at the part where the fight between Kyogre and Groudon is over and i have the Raquaza. Wallace keeps saying stuff of team magma and aqua
