    Alright, here's my dilema. I am in Lance's room on HeartGold, and am very very low on items. I've fought him several times and lost all of them.
    I need to know what to do.

    I'd say you should raise your team to about level 50 or so, because you're um... Kind of underleveled for Lance. Your Pokemon are also pretty weak to Lance's team - I can see Ampharos beating Charizard, Aerodactyl, and Gyarados, but losing to the Dragonite trio. Togetic will also probably lose to that trio that Lance has. Dragonair gets easily outsped an KOed by the Dragonites, Butterfree and Furret are honestly too frail to even take Lance on, and Meganium also gets owned by the Dragonites, not to mention Charizard. Because of that, I'd recommend chaning your team a bit. Ampharos is fine, because it can take out half of Lance's team, but you should get an Ice type to deal with the three Draognites. Your choices are Mamoswine, Weavile, and Jynx. Any one of them is a good choice, it depends on personal preference. I'd recommend Weavile though, as it can very easily outspeed all three Dragonites and KO them with Ice Punch or something. Anything with an Ice type attack will actually. I'd replace Butterfree with an Ice type, especially since it's not doing much and Furret seems to be an HM slave of some sort. In addition, you could level Dragonair up to level 55 and it will evolve into Draognite, therefore being strong enough to take on Lance. If you have your Lake of Rage Gyarados, you could level him up to level 50 or so and teach it Ice Fang using a Heart Scale. Intimidate would certainly help against some of Lance's Pokemon, and it would make a nice replacement for Togetic (Which also doesn't seem to be doing a whole lot). You could also replace Meganium with Gyarados, because Meganium is going to be beaten pretty fast.

    Overall, level up your Pokemon and get something with a strong Ice type attack and you'll be good to go.
     
    Yeah, lose Butterfree and Furret. They're just too inferior compared to the pokemon you can catch later in the game.

    I would also add that Lapras (Found in union cave on Fridays) makes for a decent Ice-type as well. It learns Ice Beam early, and that comes in handy against Lance. And as pointed out, a Gyarados with Ice Fang helps, too.

    I'd use the following moves for Gyarados: Ice Fang, Dragon Dance, Rock Slide, Waterfall. It gives you nice type coverage, and a Dragon Dance or 3 can raise Gyarados' already high Atk stat, giving it nice sweeping abilities.

    For Lapras, I'd recommend Surf, Ice Beam, Thunderbolt, Confuse Ray/Sing. BoltBeam-ing Lapras gets nice type coverage as well and can take out all of Lance's pokemon by itself. Keep in mind that Thunderbolt does cost 10,000 coins at the game corner, though, and it might take a while to rack up enough coins to get it.

    If you opt for Gyarados, be careful: one of Lance's Dragonites knows Thunder. If that Dragonite is faster than you and Thunder hits, Gyarados is screwed due to its x4 weakness to Electric types.

    I highly recommend either Lapras with Ice Beam or Gyarados with Ice Fang. Level Lapras/Gyarados up to LV50-55 and you should be fine.
     
    You need to get rid of:

    and you need a fire, water, ground, and flying (just evolve dragonair for flying). If you do that, you'd get a balanced team. Once dragonair evolves, teach fly over extreme speed. togekiss isn't as good as dragonair because of it's lack of moves. Then, you need to get to level 55 and above. I got to level 70 when I first battled the elite four just to be sure I would win. You should at LEAST get one of your pokemon to level 60. And for a water type I recommend is
    gyrados (surf, ice fang, dragon dance, water fall, already evolved)
    dewgong (surf, aqua tail, ice beam, sheer cold, already evolved)

    for fire:
    vulpix (flamethrower, extrasensory, quick attack, pay back, evolve with fire stone into ninetales at level 48)
    growlithe (flamethrower, crunch, heat wave, agility, evolve with fire stone into arcanine at level 46)

    for ground:
    golem (stone edge, earthquake, magnitude, and any other move, already evolved)
    dugtrio (fissure, earthquake, mud bomb, slash, already evolved)

    if you want to have a chance against lance, bring a balanced team, put togekiss, butterfree and furret in the PC, and train to level 55 and above.

    Yea, you do need to level up some, although probably not as much as crystal suggested (although you're guaranteed to win if you do). I took on Lance with my Feraligatr at level 50, and everyone else level 47-48. On your Ampharos, pick either Thunder or Discharge (personally, I'd go with Thunder since you have Rain Dance). Since you're Rain-Dancing, see if you can find a Damp Stone to give to him, and then get yourself something like an Omastar with Ice Beam and Surf. That'll do the trick.

    He doesn't need to get to at least level 60. Level 50 is fine, no need to overtrain for someone that is very easy with Ice type coverage. Also, I'm kind of wondering what's up with your movesets. All of Lance's Pokemon are FLYING types, so Ground types wouldn't help at all. Fire wouldn't help, either. Dewgong is pretty terrible with that moveset. Physical moves on a special Pokemon? What?

    Just make sure you get something with an Ice type move, that is hopefully STAB.
     
    Since Lance is AFTER the elite four, you do need to have a balanced team so a ground type is a good idea, personally if I had to have one I would chose sandslash over dugtrio

    Fire is also a must since you fight Koga, who has 3 bug types, Arcanine is a great choice, or magmar, but I would just go with Ho-oh

    But if you want to beat him with your team right now...

    start with Ampharos, and discharge that gyardos, don't wast your thunder that x4 will take care of him

    Try to take out areodactly with furret's surf, if that fails then use dragonair's aqua tail or ampharos' thunder

    you can take out 1 or maybe 2 of the dragonites with your dragoniar's blizzard, just make sure its not the blizzard dragonite

    and you can beat the thunder dragonite with you Meganium... wait, no you can't cause it doesn't know body slam yet... Use a TM on it to teach it something to fight the thunder Dragonite with, like rock climb

    If your butterfree is fast enough it can hit a dragonite with sleep powder then begin to pummel it with psybeam

    Togetic can in fact defeat a dragonite or charizard with ancient power do to it being a special attack and super effective on dragonite

    Then ampharos can at least heavily damage a dragonite, or beat charizard with thunder leaving it weak for another pokemon (like togetic) to finish
