Need help with the ultimate Capture Aid.

Hi everyone!
So, I'm looking for the perfect Pokemon to help me with catching other pokemon.
Here are three criteria I need fulfilled:
Moveset:
False Swipe
Hypnosis, Sleep Powder, Spore, or any other sleeping move.
An attack that enables the user to hit ghost-types (Ie, Foresight, Miracle eye,ect.)
(Any move here, any suggestions?)
And, another thing I need is either a move or ability that prevents escape.
Could you guys and gals out there please help me?
I can't piece together everything I need, and I'd really appreiate it if you all could help me out a bit!​

I tried to help and only came up with Gallade. It meets 3/4 requirements, but I haven't been able to find a single Pokemon that meets all 4. Gallade learns False Swipe, Mean Look, and Hypnosis in various ways.

Smeargle is the answer to all of your problems, obviously. It can learn every move out there by sketching it. It learns Sketch again for every 10 levels so you needn't to worry, or perhaps you could use a heart scale on the move remember-er person. xD

Spore, False Swipe, Spider Web, and a filler move.

Thanks so much, I completely forgot about Smeargle!
I have a TON of Smeargle in my boxes, but, I need to find out where I can get an enemy that knows those moves.
I can do it in either Soul Silver or Diamond, do you know where I could find enemies with those moves?

And, side question to everyone:
What is the most accurate sleep-inducing move?

It looks like Spore is 100% accuracy, and can only be found on Paras/Parasect in Cerulean Cave.

Farfetch'd learns False Swipe and can be found in Routes 38, 39, 47, 48 and the Safari Zone.

Golbat and Zubat both learn Mean Look and can be found everywhere, lol.

Sentret learns Foresight and can be found on Routes 1 and 29.

Those are just examples of Pokemon, but you can always just look up the moves on Bulbapedia and see if there are easier Pokemon to get them from.

Sketch Spider Web off Ariados in a double battle. Do that for all the moves you want.
