3rd Gen NEED someone to FULLY explain RNG in Emerald

ok, i have just found out the other day about RNG, and just now about how you can do it in emerald,
frankly, i tried it in diamond, and in HG, and i sucked, but emerald seems Easy to do it in especially by Sweet Cent...
(I have also read about this in Smogon, but i couldnt find the tutorial/steps on how to do it,)

So what i need to know is:
What are the steps i have to do
how to i get my SID
how do i get my frame
EVERYTHING ELSE!!!
