The pink skirt is short, but she does wear it under the coat in the series (not sure if she does in the games though). I guess that's how Soara sees (wants) it.

The scenes of Candice, yes. The panty shots, no. Basically, Soara made the pics as a "If they did" show them in the Pokemon anime apparently (but this is just speculation on my part).

Soara stated that Hikari forgot to wear her skirt that day.
And apparently he was a bit confused with a request, because he was like > < literally and saying wakarimasen (I don't understand).
