My sensational Fallout New Vegas build "The Master of Arms"
Intro:
The Master-of-arms is all about guns, A LOT of guns. Along side his multitude of assault rifles, shotguns, and miniguns, the MoA also uses explosives such as grenades, missile launchers, and the occasional fat man to lay waste against the horrors of the Mojave Wasteland. This build is meant for those players who seek a fun, simple, yet incredibly effective character who turns a player's fallout experience into that of an 80s-90s action film with the ludriciousness of a Micheal Bay movie.
Backstory
Spoiler:
The Master-of-arms grew up in the city of Reno, belonging to a simple yet financially stable family of four whose whole philosophy was to simply do whatever makes the man or woman smile. His father was a successful businessman who created with many friendly connections to wealthy businesses and his mother was a manager who suceeded in training many individuals. Alongside his parents, his older sister was also a well known painter and performance artist whose fame led to a successful career. Unfortunately the same could not be said to the Master Of Arms. He did not possess the charisma of his father, the strict and calculated sense of his mother, nor even the creative genius of his older sister. The master of arms was a man who is obsessed with guns, action movies, video games, and the desire to be something more than he was. However, The Master of Arms was also a troubled youngster who could not cope under the shadow of his older sister and as a result, he developed an inferiority complex that has troubled him since his youth. During his young years, the master of arms was a small child who was bullied by individuals from school because of his inability to speak out. Many people thought that the young boy was a mute and often overlooked him in favor of the louder and rowdier boys of Reno and as such he found it difficult to make friends. The master-of-arms only friends were a paltry few kids who were also bulled victims and a stray dog that kept following him home every single day. Not a day went by the master of arms without being ridiculed or pushed around. However deep inside the young boy that was The master of arms was a brewing rage. A violent monster that was his pent up rage from all the torment he has faced. It was during one faithful day that the master-of-arms rage and anger got the best of him as the same bullies who have tormented him grew too far when they accidentally killed his beloved stray dog during a long lunch break and he has finally had enough. He would take his personal bb gun that he secretly bought and mercilessly shot down the bullies who have tormented him, with one bully sustaining permanent brain damage after receiving several shots on the head. As a result of his actions, the master of arms was forced to move from his old school while his own family had to deal with a court case filed against him for his vicious assault. Despite his actions, he wad hailed by those who was bullied as a hero but was seen as an evil force for those who felt powerful. After such experience, the master-of-arms knew that one day he would become the very being that would protect the weak and helpess against those who oppress them. As he grew, he trained and exercised everyday using many resodyance and strength exercises that he learned from various sources as well as the use of firearms and even explosvies from his distant relatives, many of which were former soldiers of the New California Republic. He felt that he needed to train, to learn, and to embrace who or what he was in order to overcome living under any of his family's shadow. Upon growing up into an adult, he decided to travel across the Mojave in search of a higher purpose in life, as well as a validation of existence. Such opportunity came when his cousin recommended that he join in the courier service as a means of using his desire to travel and learn more about the world. Skeptical at first, the master-of-arms eventually joined the courier service which was a lot more dangerous than what he thought of. Despite the dangers, the Master-of-arms eventually enjoyed his job as a courier, traversing dangerous roads full of hostile wildlife, people driven mad by insanity or the wasteland itself, or other noteworthy horrors that cannot be explained. His time as a courier was short and dangerous as the Master of arms would eventually he mixed up with the great khans, and the mysterious man in the checkered shirt, muttering the words "the game was rigged" before being shot on the head twice, apparently dying before beig found by a certain
Securitron and being revived by the good doctor.
Role playing and Factions:
The Master of Arms is a tough son of a gun who uses his skill and proficiency in the use of firearms and explosives, as well as his above average physical attributes to forge his destiny in the Mojave Wasteland. He is a man who is willing to use excessivly violent means to lay waste against the likes of raiders, bandits, feral ghouls, mutants, dangerous creatures, and other human beings whom he deems a threat against himself and those he sees as worthy of his protection. Although he is willing to use violent means when necessary, he will only do so when he sees that its worth. Should there be more peaceful options available to resolve issues, he is open to such ideas since he would like to save his precious ammunition pool to more important targets. However, the Master of Arms is not a man who is overly good and given his violent nature, should he find it essential to open fire especially when the task at hand requires it, he will gladly do so especially if it involves him being directly challenged by those who dare oppose or even make fun of his ability to annihilate everything that moves.
Spoiler:
As for factions, he has the choice of alligning himself with the New California Republic since he believes that the NCR will bring peace to the Mojave Wasteland while allowing him to do whatever methods are necessary. He will greatly oppose Caesar's Legion as they remind him of the bullies who have tormented him and those who were weak and helpless.
Alternatively, players can also choose to have the Master of Arms be aligned with none of the factions and fight for an independent New Vegas, thus giving him the opporunity to still destroy Caesar's Legion as well as challenge the NCR as he fights for the people who desire true freedom.

About essential perks:
Educated is simply the best perk in the game when acquired early since it effectively increases your total skill points earned and it mitigates the only average Intelligence the build has. Also it represents the Master of Arms' educational attainment as a high school and college graduate.
Hand loader enables the crafting of special types of ammunition to potentially enhance the damage he can do with his guns. Also enables you to recover more shells and casings to help recycle ammo. It represents the Master of Arms' knowledge in the creation of special ammunition that he learned from hid obsession with guns.
Jury rigging allows the Master of Arms to repair all gear he acquires in the wasteland, thus eliminating the need to use npcs. This also incentivises picking up loot to help repair your current weapons.
Heavyweight allows the MoA to comfortably carry all of his heavy weapons such as a minigun, missile launcher, grenade machinegun, gatling laser, gauss rifles, anti materiel rifles etc by reducing such weapons' carry weight. This also has insanely good synergy with strong back and solar powered for all that carrying capacity, thus holding multitudes of weapons without ever worrying about emcumberance.
Rapid reload has great synergy with a character with a decent agility rating to quickly reload weapons, thus increasing overall DPS.
Bloody mess simply for that 5% all damage multiplier since you will be using so many sifferent weapon types. Also has great synergy with Lord Death.
stonewall may sound like a weird choice for a guns character but trust me this is so good. This simply solves the issue of fast and heavy hitting melee opponents who could knock you down and New Vegas had many of these kinds of enemies, and as such are a more annoying threat than firearm wielding foes. Stonewall represents the Master of Arms' willingness to take punishment as he has endured physical harm since his younger years as a bullied kid who eventually sought retribution.
Finesse because critical hits are essential in dealing damage especially in higher levels where enemy health can scale. Also synergy with better criticald and two ranks of intense training using it to raise Luck to potentially raise the dps off the charts, alongside special ammunition use and gear.
Other good perks
Lifegiver
Scrounger
Laser commander
