Can I have your opinion on which is better? A scizor with technician or swarm?

Depends on your planned moveset, Technician increases the base power of all moves which have a base power of 60 or less by 1.5×.

If you're not going to have any moves with lower than 60 base power, then there's no point. Same with swarm, if you're not going to have any bug type moves, then swarm is no good either. I guess it's personal preference
