    This is actually a very nice build here. I just have a couple things that might make it much better.

    First of all, since you';re doing a Modified build, try focusing on one type and one type ONLY. For the sake of being different, I'd like to see a Lightning build around either Raichu with a Zapdos ex as a big backup. Then, throw in 4 Dunsparce, the ULTIMATE first turn Poke in the format, HANDS DOWN. Now, drop that energy count to about 20 total, and bring in some more of the good Trainers, such as Steven and Oak's Research. You have a gbood start here, I just think it could be much much better.
     
    Well, I just bought 11 FRLG packs (Not a single ex!!) and pulled 3 Celio's Network, total I have 5 now, should I run 4 of them? Also pulled an Oak's research.....
     
    You shouldn't run any Rainbow energies when the number of other non basic energies is so low since the chances of you getting stuck with 2 multi energy in your hand (if you ran two) would be very low. You should change the energy structure to 9 Electric, 9 Grass, and 2 Multi.

    You need more than 1 Dunsparce, if that's the max number your going to run then you might as well not use it since chances are not very good that you'll draw him in your starting hand. The whole purpose of that card is to be able to get 3 more Pokemon on your bench on your first turn incase he would get knocked out on turn 2 and to thin out your deck so you have a better chance of drawing any card besides a basic. Also I was suggesting you run 2 multi over 1 multi and 1 rainbow since there is no need for you to have to take that 10 damage from the rainbow just to add the type of energy you need since I doubt you will ever have to attach both of your non-basic energies to the same Pokemon. It's always a good idea to take advice from a League Leader or Professor since we are basically the best kinds of players out there, and yes I am a League Leader. Note: i'm not saying 1 multi and 1 rainbow doesn't work i'm just saying it would work better as 2 multi.
    If you don't plan on changing the deck anyway, I give it a 6.5 out of 10 rating.

    Pretty good deck (wish I had those cards).
     
    this is a good buil.probably the best i have seen in a while.you can take down a water deck faster then lightning strikes.and you got the grass to back up your lightning against rock.this is a nearly flawless deck.

    It's too hard to choose, and I don't have enuff to bak one or the other up... I'm fine with 2.
