The ROM Hacking board has a lot of information and resources; you're sure to get a lot out of it if you want to make your own game. Though I don't personally have any experience in hack-making many others do so you're covered. :) Don't be afraid to ask questions over there if you're lost or poke one of the ROM Hacking moderators if you're not sure where to go.
