2nd Gen New Moves out the window????

I've just picked up my trusty Blue game, and evolved a butterfree from caterpie onwards, but it only knows tackle and string shot, no harden or confusion! This has happened a few times in the past, but never to this extent, like the pokemon would learn the moves a level or two late. Is this normal???

RBY doesn't have harden to learn as it's a lvl 1 move for metapod, instead of how in the later versions metapod will get a chance to learn it again. Confusion is delayed in RBY to 14 or something...
