"this was a totally secure area until about 5 minutes ago. I think gonzap and his followers stormed the main gate, and the idiots I call guards were used to Snaggem being partners, and were wiped out before they could set up a defence. then the Admins went after them, but sheer number kept them busy, while Gonzap came after me. a simple plan, though effective." I said. "but I'm rambeling. obviously you're here for a reason"
 
"Yes. I am here on behalf of team rocket, as you probably know," I said "I have an offer for you that could be very productive for both team Cipher and team Rocket."
 
I cleared my throat, and began speaking.

"As you may know, team Rocket has encountred difficulties when expanding to new regions. We managed to set up several bases of oporation in Jhoto with little resistance after an initial setback however, but we have been unnable to expand to the Hoenn region, due to the current organizations there. Namely teams Magma and Aqua." I began.

"We currently know that you are having some trouble with team Snagem, but we do not doubt Cipher's ability to eventually, 'eliminate' the situation, as we will eventually take care of our problems in the Hoenn region. But that will not only take a lot of time and effort for both teams, but then we will have nothing left but each other to face for conquest." I finished.

"Now, as a full out war between us would not only lead to the destruction of one or possibly both team's, but if there was a victor, it would take a long time to get their team back to their former glory. That is why I propose this: An alliance, perhaps even a formation of a new team, combined from both of ours later on. We will help you with the situation in Orre, and in exchange, you will lend assistance to us with our difficulties in Hoenn. I addition, when after both conflicts are resolved, there will be no major conflict between our teams, as we will either be working together, or be functioning as one team." I said, and waited for her response.
 
"an alliance sounds like a very interesting idea. I've already had Cipher take over Mossdeep, Sootropolis, and the Sky piller. However, as you may possibly heard, a slight traitor issue rose between Snagem and cipher about a month ago, causing a breakup of that alliance. ever since that, we've been more cautous. how can we be certian we can trust team rocket? your team doesn't exactly have a good reputation as it is." I said darkly.
 
I smiled slighly and said "Neither does yours, or any of the main teams right now, for that matter." I said. "That's why I sought you out, not team snagem, or aqua, or magma. Cipher is the only team that can rival team rocket. As for trusting us, final line is, you can't. However, as we both have much to lose, and little to gain from breaking such an agreement, I feel that the risk is minimal."
 
"you have a point." I said, thinking.. "Tell you what, to help make it so that we can trust you, let's make a deal. see, ever since we stopped working with Snaggem, we can't get any snag machines, but we need them to get pokemon to turn into shadow pokemon. However, in a bomb raid that I recently excuted, I managed to get the blueprints to thier latest snag machine. however, we do not have the proper technology to produse snag machines, but from what I heard, team rocket does. And mass-produsing snag machines can be benifical for both teams. in exchange, my team can shadow any pokemon you want, and then some. we can even clone pokemon. So if you had powerhouse pokemon that took months to raise, we can clone it so that's it at a low level, and can only grow even stronger."
 
"Very well, that accomidates our wishes as well. Team rocket has the technology and the facilities to mass-produce them, and we shall. However, while we've had plenty of cloners working for us, most of the time there is this 'one in a million' accident that they always seem to make. So yes, we will produce snag machines for both of our teams, and you can assist us in shadowing our pokemon, as well as cloning. Those sound like reasonable terms to me." I said, and I held out my hand to shake.

"so long as we don't try anything like the mewtwo project, we're okay" I said, shaking his hand. "By the way, I don't recall catching your name" I added.
 
I was back at the Cipher hideout a few hours later. I was slinking back to the conference room when I hjeard voices from what seemed to be a training area. Throwing open the door I stepped in at the ready.
 
I wandered through the woods, and I spotted my fallen morph friend. I sat on the ground near her, and my Absol sat next to me. I sat in silence, waiting for her to wake up or something.
 
" I see. So which region do you wish to take over first? Snaggem is on it's last legs, but I think they've got a plan, otherwise they wouldn't be acting so pathetic. and Hoeen isn't secure at all, and there is the possibility that Magma and aqua may join to try and take us down."
 
"You are correct, either way, there is a threat." I paused for a moment, putting the infamous fowl guile to work...

"I think that we should take out Snagem here first, while magma and aqua working together may be a larger thorn in our side, I know Snagem's reputation for having an Ace in the hole..."

"How about I place a few agents into their HQ, and see what information they can find, while we prepare for offensive action against them?"
 
"sounds good. but one thing is for certian: they want me to storm the area and try and take them by force. because on thier last raid here, they stole a large amount of my bombs, and I think it's so that they go down, but they take a lot of my force down with them"
 
"Hmm, very well. We should probably sign this so that no legal issues are pending later..." I said, getting out a contract which stated the legal agreement of an alliance between cipher and rocket, neither having dominance over the other, and such other items, with no fine print.

"You sign here, and I sign there." I said, indicating the two lines "And afterwards, you give me a copy of the blueprints to send back, and I'll have a few of my best experts in the field of espionage investigate team snagem."
 
I stepped into the room where the two were conversing and said "I hope to be of some assistance in this. Playing Magam off Aqua would be a relatively simple matter for me."
 
After signing the contract, I glanced over at Takai and said "your main job will probably end up taking down those sole trainers that seem to be capable of performing miracles. I know that with Team rocket and Cipher in an alliense that the odds of being beaten are unlikly, but it could still happen"
 
"Very well" I said shortly. "As long as my fees are paid on time."
