So for starters I'm not super super knowledgable about all the technical aspects pokemon. I know a lot about it and how it works for the most part though. I've been playing since Crystal on the gbc but didn't truly get really deep into the technical side of everything until ScarVi, since then my gf who is in fact the pokemon nerd between the two of us has played through a bunch with me and we've been playing fan games for a while now, so I think I at least have a decent enough understanding to go through with this and what I don't know, she for sure does.

Anyway, here's the pitch I have currently. I'll list some of the features I've got ideas for so far afterwards:

Step into the Tidus region, where every Pokémon boasts a unique dual-typing twist. In Pokémon Luna's Cry, you're ready to start your journey as a future Pokémon professor — until your sister vanishes, joining a dangerous gang called The Set. Their mission? To create a powerful new Dimensional Pokémon type, unlocking portals to a mysterious world of unseen Pokémon and the legendary Moon god, Luneria. With their prized creation now by your side, you'll travel across cities and dimensions to stop The Set, save your sister, and protect Luneria from falling into the wrong hands. Are you ready to face the unknown?

Features: Following Pokemon, Mid battle dialogue, regional variants, high shiny encounter rate, Incubator, Overworld pokemon, Dexnav, Day/Night cycle, EXP All, pokemon up to gen 9 including dlc,

That's mostly it for now, still super early in development since I'm learning scripting and mapping and everything as I go. But yeah anyone interested or wanting to help or anything let me know

    >Mid battle dialogue

This would be quit difficult. The code for battle proceedings are pretty complex. An easier half-solution would be to split battles in half and put dialogue between the battles.

    >regional variants

This as easy as creating a custom pokemon, just copy the format of other regional pokemon in the PBS.

    > high shiny encounter rate

This should be as simple as changing a single number in the script section. Just ctl-f "shiny" and look for the number that calculates the rate.

    >Overworld pokemon

Doable. But the base AI (pathing & movement) options are very limited. Events have a tendency to get caught on objects and other events. Also there is no default "range" for them to aggro, so you would need to come up with a solution for that.

    >Day/Night cycle, EXP All

Both of these functions already exist. EXP all might require you to create an item (2 actually) but the code for the items function already exists.

    >pokemon up to gen 9 including dlc,

This is very doable. It takes some practice to import new Pokémon but it's a process that's easy enough to research. There are a couple different methods for doing it, so just try and experiment.

Where do you want to do your game? If it's a hack rom, I'm sorry but I can't help

But if you choose to do it in Pokémon essentials, I know that there's plugins for everything you want

Midbattle dialogue can be done with the DBK plugin by Lucidious89, this plugin has some very interesting add-ons too. Lucidious is probably one of the best plugin makers.

Regional variants are already done in base essentials, and it's quite easy to add new ones (except for the gen 9 ones, but we will get there)

Day night circle and exp share come with base essentials

Try the gen 9 pack plugin from caruban and lucidious89. Has all pokémon, regional variants and etc.

Shiny encounter can be modified in base essentials too

I think I saw an incubator plugin in essentials, but it was for a later version, I don't know if they updated the plugin for v21. But I'm sure that if you look around you will end finding something.

Overworld pokémon plugins exist, just search
