No Basic pokemon

    here's my scenerio....

    -beginning of game we each draw 7 cards
    -i have no basic pokemon and my opponent does
    -he sets his pokemon and prizes and draws and extra card
    -i re-shuffle my deck
    -again no basic pokemon.....(here's my question)

    Does my opponent draw an extra card again?

    Yes he would. You call that "mulliganing out"
     
    The mulligan is always an option. he doesn't HAVE to draw two more cards. Otherwise, yes, anyone could legally win with a no basic deck.
     
    ok i have one more question....
    if this process repeats(where i have no basics to play) does my opponent continue to have the option to draw?
