    What does it mean, and what is it nominated for?

    It doesn't mean anything really, it's just another icon. Down at the bottom of every interface when you create a thread or post there is an option to put one of those little emoticons by the title. That little ribbon just happens to be one of them.
    (It's not nominated for anything.)

    The author of that thread put it there.
