    Just pick one method of outspeeding. You either paralyze your enemy, or you use Dragon Dance. Having both seems kind of unnecessary. So you might as well pick a good Attack-dependent Hidden Power such as Bug or Flying so that it can take on Grass-types (and Fighting-types if you pick Flying). And no need for so much speed. You need more HP, Def, and SpDef if you're going to endure those Water-, Fighting-, and Grass-type attacks coming your way. (Fighting being your biggest concern. You'll be left with at least 6% HP if somehow that Max Atk EV'd CB Mence hits you with a Brick Break.)

    So... you went from 1 Uber to 3... A bit low PP for my liking, but Sacred Fire could work, considering it inflicts burns 50% of the time. But I'm thinking Flamethrower is enough for this dude. HP Grass to take care of Lanturn, Swampert, Whiscash, etc. Aerial Ace for Ludicolo that can wall you.

    Because one Agility is enough for Metagross to outrun almost anyone; granted you go with Agiligross, like me. Only Poke I've had outrun mine is a Ninjask. (That's putting 88 EVs into Speed).

    EVs would be much better spent in Attack, Defense, and HP.

    All depends on the type of Metagross you want to use, of course. CBgross, out of all of them, would probably benefit from a tanked Speed. But I'm not fond of the Choice Band, so... it's all personal preference!
     
    The way it seems, people are trying a rto sweep everything, which is bg when a random jolly Aero with CB earthquakes Agiligross. With at least 200 Speed, it outruns everything after Agility AND gets a good start up speed, just in case it needs to explode without Agility in tight situations.

    Hey grace, never expected to see you at PC too.

    But Metagross cannot "outrun almost anyone" with Agility if you don't put any speed. It's max speed without EVs is only 176. After an Agility, that's only 352. There are quite a lot of Pokemon that will still outspeed you.
