    I've been using variations of this on Shoddy for the last two weeks or so, and it's one of the better teams I've used lately, although it still needs some tweaking.

    Scarftran lead OHKO's a lot of common leads before they can strike back, and leaves another handful of leads with enough HP for Sandstorm to take out. It's usually switched out after one or two attacks, and saved for later on in the battle. HP Ice can usually 2HKO most Dragons and Skymin (if it doesn't have Earth Power).

    Platinum's potential-uber gift, Skymin. With a Timid nature and max Spd, it outspeeds pretty well everything (which helps with Serene Grace and Air Slash's flinch rate), and ties or outspeeds other Skymin (which it can 2HKO with Air Slash usually). Earth Power is for KOing Scarftran and the like. I'm debating on whether to keep Substitute or not. I originally used HP Ice, but found it lacked the kick I was looking for when using a Timid nature. Subseed doesn't really appeal to me, as Skymin is usually too frail to make good use of it.

    SDLuke w/ Ice Punch covers quite a bit, w/ STAB Bullet Punch helping out quite a bit, especially after a Swords Dance. Not much else to say about this one. Inner Focus is chosen over Steadfast because anything using Air Slash will likely be KO'd by Ice Punch or the like after some Stealth Rock help.

    CB Tyranitar is the teams main physical threat, and hits pretty much everything hard. I haven't seen much use of Pursuit lately though...

    Hippowdon, the main physcial wall of the team, is mostly used for support. In can switch in on quite a few things, then Yawn, and Stealth Rock or Slack Off on the switch. If the opponent can't counter it well, it can just Yawn away, causing sleep or switches (the latter resulting in Stealth Rock damage).

    The standard Choice Specs Starmie, mainly used for type coverage/status absorbtion (due to Natural Cure).
     
    Heatran: Use Fire blast over overheat, the sp attk. drop will hurt you late-game.
    Skymin: Looks fine, consider 6 Atk and Quick Attack>> 6 HP and Sub. I use that move, helps out with things that skymin doesn't kill off.
    Lucario: Needs Crunch unless it wants to be walled by Cress. Consider Stone Edge as well to hit not only dragons, but gyara hard.

    I really want to say Gyarados weak, but you have Starmie there to counter it.
     
    I'd like to say to try switching the items and roles between Lucario and Tyranitar. Lucario is dangerous when he first comes out, but once you know what its using, it isn't too hard to counter as it has weaker stats and speed compared to other top sweepers. CB remedifies that, and lets you strike right away while your opponent is taking chances thinking its something else.

    Tyranitar on the other hand could make some great use out of Dragon Dance. It's very bulky, and should easily be able to set up a dragon dance (or maybe two). You're not really using Pursuit anyway, so I believe its well worth trying out.
     
    MM Zero, Pursuit is damn handy, considering Gengar and Azelf have the potential to cause huge problems for this team if played properly. Not to mention that Pursuit, after Stab, CB and an Atk stat ~600, doesn't need to be SE to dish it out.

    As for the team, it does have problems with Gyarados. DD Gyara can, iirc, OHKO the standard Starmie with EQ after SR damage. Yours is nowhere near as bulky. If you want to run a similar set, try Specs Vappy, but only if you do. Watch out for Kingdra, too although it seems to be the new Garchomp...*sigh*
     
    Well yes, I'm well aware on just how great of a move Pursuit is. But, he said that he never really uses it, so it was just a suggestion out there to try out DD-tar.
     
    Heatran - Modest doesn't outspeed skymin which looks like it gives this team hell . Use Naive since it will make Explosion more effective while giving you the speed boost. Overheat -->Fire Blast
    Skymin - Fine. I use that set myself. :)
    Lucario - Consider Jolly Ice Punch Luc to outspeed the gliscors that are running + speed just for adamant luc.
    Tyranitar - Fine.
    Hippo - Fine
    Starmie - Specs me is nice an all, but you pretty much are vulnerable to gyara without it. I'd drop specs and go for a bulkier spread with recover or use HP [Elc] Vaporeon/Suicune.

    Timid on ScarfTran or Shaymin-S outspeeds you, also Fire Blast instead of Overheat. 32 HP/252 SpAtk/224 Spd. or something around that area for Spd. Don't know the official number.

    No Extremespeed means getting revenge KOed easy, Bullet Punch doesn't cut it. Crunch over Ice Punch (rhymes ^_^) becuase now Gliscors EV to outspeed you.

    Aqua Tail over EQ on CBTar so Gliscor and Hippowdon don't laugh at you.

    Don't see the point of the Atk EVs on Hippo (if there is a legit reason then disregard this advice) Put them in Defence and then 4 from SpDef for the jump point. And oh dear, only EQ? Get ready to be walled DX

    I really want to say Gyarados weak, but you have Starmie there to counter it.

    SpecsStar doesn't counter Gyarados. Therefore Gyarados weak.

    Three Choicers and no special wall, oh dear. Better off replacing Starmie for a 100% Gyara counter like Vaporeon. SandStorm hurts it and Shaymin-S though.
     
    The team's layout is fairly similar to mine so I'll suggest what has worked for me. Jolly Lucario is pretty much a must, if only to outspeed Zapdos and Gliscor. Furthermore, you also outpace all variations of Mamoswine and other Lucario should it come to that. Extreme Speed/Crunch helps out more than Bullet Punch as the former hits harder neutrally and Crunch manhandles the Rotom brothers whom are recieving a lot of screen time.

    Defensively orriented Starmie w/ Rapid Spin and Thunderbolt is a great help as well, being able to Spin away Stealth Rock from Skymin and Heatran. 236HP / 54Def / 216Spe works great in countering LO Gyarados.

    Hippowdon is reduntant with Tyranitar IMO, and it's usefulness nullified when Garchomp was banned so I suggest replacing it with something that's good late game should Lucario not pull it off. Preferably something bulky like DDKingdra or the like.
