it is a town where their is an old guy that tells you if he's seen mirage island or not, and you get one tm (depending on your pokemons mood).
if pokemon is happy with you then you get tm 27(return) or if it is not fond of you then you get tm 21 (frusteration).
oh and yes you can get their by going straight south of mosdeep city and then turn left.

The last gym place is Sootopolis city. You can also go to EverGrande city. Go left then down then left which is a fast way to get there.
