PAINT QUESTION

I've been using paint forever, but now it's screwing up and I can't sprite.
If you're a moderator and you're going to move this thread, please answer first!
Whenever i try and do a transparent selection (background turns transparent when white) it doesnt work. I have both colors set to white when I do this.
I've also tried with the first color set to black.
PLEASE HELP

Not exactly transparency.
When you select something with a white background, but it makes the background transparent.

That button won't work.
