PC games

o yes! there's: Empires Dawn of the modern world, Shogun Total war, Medival total war, and Rome total war, and ummm *Command&Conquer(*for exploring and stuff). There ya goXD
 
The Heroes of Might and Magic series was always great for this (especially the third one). They even let you fight monsters and acquire magical Artifacts. Plus there's an Editor.

Now, if you're looking for a more realistic one, I would recommend the Age of Empires games. They're RTS, and you STILL get to edit maps.

The Command and Conquer series was great as well. Generals is even in 3-D!
 
Could this be Medievil Total war or Rome-Total War.

If not then I don't know.Sorry.
 
Civilization. Great series, especially Civ III. Need to be very patient, though. A game can run for weeks easily. Caesar and Pharoh are a bit smaller-scale, but they're much faster paced than Civ.
