Can I train a Petilil to 46, learn Leaf Storm, the immediately use a sun stone and evolve it into a Lilligant, will it then learn Petal Dance? Which is also gained at 46
It should. That's how I used to do with Nidorino -> Nidoking in FRLG and it worked. I don't imagine they changed it. I only came to this thread because it was about Petilil.
