The only reason a person would want that is to get into the ribbon society. You have to personally beat all the contests to get the trainer card star.

I really do not want to be harsh, but the thing is that no one cares whether or not it has all ribbons. Like Dunder said, the ribbons will have no major game effect unless the player wants to get into the ribbon society.
That said, the Pichu you offer is... well, useless. Unless it has an exclusive move like Volt Tackle or something.
So I guess you might have to hang on to it unless you can find a better offer.
