Pikachu 300HP and Raichu 450HP

I have a Pikachu 300Hp and a Raichu 450HP Card

Did they ever make these cards or are they fake??

They're fake. As fake as fake can be.

Seconding what Tanaki said. Any cards with that ridiculously high of an HP are fake, save for a few special jumbo-size promo cards, the numbers of those you can still count on one hand. 200 HP is the highest HP a Pokemon card has ever had, and that's only been within the last 6 or 7 years, and Wailord is pretty much the only card to have 200 HP.
