4th Gen Pikachu vs Raichu in speed

Is it true that if you raise your pikachu to lvl 100, will it have more speed than raichu?

Nope, its impossible for a Pikachu to have more speed at lv.100 than a Raichu at the same level...

With a Light Ball, Pikcachu can have more Special Attack than a Raichu though...

Well, if they have the same nature, IVs, and EVs, and both are at level 100, no way is Pikachu going to outspeed Raichu. I'm not sure what it would be like if Pikachu had ideal EVs and a Speed+ nature with Raichu having a deficient nature and such... but on equal terms with the only variable being evolutionary state, Raichu will be faster.

That's... an odd rumour. It's false as well - Raichu will always have higher speed than a Pikachu (if they're on an equal/similar level and all, of course).
