Ahh this one is pretty cool too. Like I said before, I absolutely love and admire and prefer sprites drawn (yes, made from scratch) . This one is really good.

What are those things around him? any way i give it a 9.5/10. Becouse of those things makes it looks wierd.:\

They're floating ribbons (think Suicune) that produce snow (hence the light blue powder falling from them). Just thought I'd add something that makes it more like an Ice Pok?mon.
