    Get the tea from the old woman in the Celadon City Mansion, and give it to any one of the Saffron Guards and they'll let you pass.

    That is in FR/LG. In RBY you need to buy a sodapop, fresh water or lemonade. Just walk through the gates and the guards will see the drink. Give it to them and they will let you pass.
