Yeah I'm facing the same issue. I rejected lance's choice and pikachu ate the meteorite but in the battle against dawn she just one shots my pikachu and after a game-over screen, I'm forced back to the title screen

Hey the only reason i can think of is that my pikachu's underlevelled. Mine was at lvl 9 going into the dawn fight. Maybe that's the reason? Lemme know what lvl ur pikachu was at. It might help

Hey it worked!! I started a new game and made sure that my pikachu was lvl 15 and i was able to geet past dawn
 
I think I have figured out the issue with the ability glitch, I just don't know how it'd be solved.

Freelectric (if someone's tests prove me wrong, feel free to shoot this theory down) is the ability you are always given at the beginning. No need for quitting and restarting until you get it. It has nothing to do with level and isn't learnable.

So why do you not have it? Loading a save. Freelectric is a unique move, only belonging to Red's Pikachu. This means it isn't available to other PIkachus, they instead can receive either Static or Lightning Rod. When you start out, there is nothing you can do to lose it, but I have noticed upon loading my save, I don't have it. Here's what I think is happening. The game doesn't know that my Pikachu is a special Pikachu, it just assumes I'm like the rest. Therefore I can't have unlearnable moves. When the game boots up your save, the game checks your ability slot. It sees you have a Pikachu and therefore knows you can only have Static or Lightning Rod. When it doesn't see either, the game just assigns a Pikachu ability at random (which is why you get a random ability with each reload).
So what's the solution to this issue? Idrk. The best advice I can give is don't load a save, but when the time from the beginning to the fight with Dawn is around an hour and a half even if you skip through the dialogue, that's a tough ask.

This is the best I could come up with after a little testing. I'm not the best at games so even if some of this is right, chances are I'm mostly off-base. Good luck!

I think I am doing something wrong, cause I see the inject working but not for changing the Pokemon abilities, and my Pikachu still getting by ko'd by Dawn. I might have to download a previous patch to see if it gets fixed :(

P.D: I reset the game from zero and skipped the entire story without loading, and Pikachu kept the Freelectric ability

Yeah, I thought so. Unfortunately, it seems like the best solution until I can find a fix is to just never load a save. This also means you'll have to play the Dawn fight perfectly, a single mistake will force a restart. I've never played this game before yesterday but this seems like an issue brought along with a recent patch because watching people play, it seemed as if loading a save didn't cause any major issues.

May I ask how many different type class that you take and what level is your team?

I took Dark, Electric, Fire, Normal, Rock, and Fighting. My teams levels (in the Dawn fight) go as follows.
Pikachu - Lv. 14
Riolu - Lv. 12
Deino - Lv. 12
Cyndaquil - Lv. 10
Rhyhorn - Lv. 10
Absol - Lv. 10

I think to many split for the class better pich 2-3 class only and your pikachu should reach 20 or it going to be bug

except you use palf inject and make class level into 20 + . Here my save data before battle dawn in case you want but install palf inject since I use it or it might crash at some point

Nope because I fought Dawn with these levels and Freelectric activated. I think I've figured out the actual problem. I'll do some more rigorous testing but the problem seems to be quick saving and quick loading but regular loads and saves are fine.

Hello there.
I have a problem with my Pikachu too but it's a bit different.
Since I started a new game, I have a problem with the Level Cap.
Normally, starting with the visit to the town with Leaf, Bianca, Flannery, and Tia, Pikachu's level cap should always be one level above the highest level cap in the team.
Unfortunately, that doesn't happen for me. Pikachu's level cap is still significantly lower.

Does anyone else have this problem and/or know a solution?

(Fantastic game, by the way. Always love to play it.)
 
Red's Pikachu seems to be bugged, it's not 1 lvl higher than my highest pokemon, and in the Dawn fight, it doesn't transform abilities and form, anyway to fix this? resets all don't work
