Yeah I guess the EM version would be ok. I wasn't aware a new EM patch exist. The only downsite to this is that the game starts not in kanto. So the entire region has to be adjusted.
 
I'm not sure if I'm ready to entirely change the region. Is my first time hacking and I'd need a little bit of help recreating... Otherwise, I could go look for a ROM hack that had already recreated Kanto in every detail. I don't know what else to do about that if not.
 
I have to be honnest, recreating an entire new region or entire custom region is an extreemly time investing task if you want todo it right. I wouldn't recommand it to be honnest for someone that has no experience in rom hacking.

The reason why I think Kanto is better is because the area is more familiar for the public. This means you don't have to worry about the chance they people get lost in the game. Additionally overal their is more information available for kanto than hoenn so it will be easyier to to create a storyline.

Offcourse you can just alter some of the locations but often even those changes are easy to spot from an experience player that plays the game. Take pokémon glazed for example. About 75% of the content in the game where just alterings of the existing locations and only the truely unique locations was what made the game so nice but it overal was still ignored because that was not what made the game so fun to play. It basicly was just something extra in the game.

When you are doing rom hacking you have to set your priorities. So in this case the primary focus would be bug pokémon. Depending what pointers you are adding after that will depend the time that will be required to develop the hack.

In game development, the more you think about the development the more content you start to think about. As a result you will never ever finish it because the concept you are trying to work on is getting lost by the side content. If you spend 6 hours into adding beautifull blue tree's in your hack and you get bored and spending the remaining 4 hours into adding the content you intended to implement. Than the quality of your game will always be lower than when you didn't spend all this time on your side content. In order to make something truely great you have to implement the fundementals first.
