Level:Doesn't matter as long as it get's ev'd trained.
Moveset:Surf,rapid Spin,toxic,ice beam.
Offering:Anniversary Charmander.(I think).I'm not too knowledgeable on the names of events.

Regarding the PKTOPIA pikachu w/ light ball, i would like to trade it for the Shiny Evd Porygon Z. Anyway if you would like to hear something more about the pikachu i can pm you. And if you prefer to trade something else for the pikachu maybe we can work something out ^^
