Are the sevii islands in it?

yes those islands are there in the Water Blue game.
I brought my completed save file from the original FireRed game and renamed it for the Water blue game and loaded it and all 7 Sevii Island areas are accessible
I think you can only encounter & catch 1 of the 3 legendary beasts.
I'm not sure if you can catch all of them
