3rd Gen Pokeblock case Emerald

OMG I cannot find the Pokeblock case!! In my strategy guide it says to go into the pokefan
clubhouse to get it. I swear I talked to everyone in the darn building! Can anyone help?
(and remember, this is Emerald version so there is no contest hall in Slateport, it's
a Battle tent)

The info is not really detailed. Go to the first lady on the left of the reception booth of the Pokemon Contest. She will give you one.
