Pokecenter ruling

a friend of mine and i are having an argument about this card. He says that it only heals pokemon with energy cards attached to them and i say that it affects all pokemon regardless if they have energy attached to them or not. Can anyone give us an official ruling.

I'm not sure, I can't remember, I have the card somewhere but it's buried deep under another 1000 cards, but I think you're right, it does heal all Pokemon regardless.
