Does pokemon have/need a GOV. system?
I THINK, There should be banks by/in IMPORTENT spots in the game.
Maybe a money system? Like my money goes to you - Your money goes to me.
Taxes?

I don't think so. What's the point? You really have nothing to save for, so over-spending is no problem. Just battle a bunch of trainers and sell a bunch of unneeded and unwanted items. And taxes is definitely a no, since there's really no government at all; which is why Team Rocket, Team Magma, Team Aqua and Team Galactic are running around with only a small group of police officers, consisting of like one member (lololol), are running after them or making any effort whatsoever to stop them, and what proves that is that an eight-year-old kid can just go up to them and pwn them XD So no. If taxes suck in reality, then they'll suck even more in video games :3

No a GOV isn't needed as a GOV ends up ruining everything for everyone. Because of my GOV I can't find a job anywhere in my town ><

And Ash is technically about 15 in the show but appears 10.

If the little chillin's are capable of taking on criminals like Team Rocket, what's the point of even having a police force? Poke-militia seems to be an easy way to go. And if you really think that sales tax needs to come into it, pretend they price items so the end total comes out as a nice round number.

And why are people saying GOV, instead of actually spelling out the word? It's not too brain-bending. G-o-v-e-r-n-m-e-n-t.
