It depends on what Gym Badges you have and how far you are in the game and how high the Mew's level is.

It depends on what Gym Badges you have and how far you are in the game and how high the Mew's level is.

That's untrue. Since you can catch Mew in the wild which makes you the original trainer, then it doesn't matter how many badges you have because it will obey you no matter what.
