also i think u should replace the d/p pokemon sprites with the ones from pokesho

becuz when streched they look better cuz they r gba size

Kind of like those TV interviews/flashbacks?
I think it's a good idea, especially the "Lugia Spotted by Boat". It would be useful to know which legendaries you could catch and where to find them.
I know that it's just a rough draft, but the formatting needs work; I'm also not sure how the newspaper imagething would fit in the game.

im ok not that good at artwork
and the trainer back sprites need to be redone imo

I think it looks good. But maybe you could edit the steps on the front view to make em match up with the side view? And what legendarys are you gonna be able to catch in the game? All of em or just a few certain ones? And I think the newspaper idea is good but instead of Lugia flying over the sea doesnt it usualy live under the sea? Not to be picky or anything but just curious.
 
dont know what you mean about the steps.

you can catch EVERY pokemon i this game

its a roughdraft. but in pokemon 2000 it was above water. it sometimes comes out. idk yet.
