Pokemon Diamond Battle Tower team help plz!!

This is my double battle Battle Tower team so far:

Garchomp - (item undecided)
Earthquake
Dragon Claw
Substitute
Swords Dance

Heatran - Leftovers
Substitute
Flamethrower
Earth Power
Toxic

Weavile - (undecided)
Ice Beam
Night Slash
Focus Blast
Aerial Ace

Starmie - (undecided)
Psychic
Waterfall (double battle, dont want my other pokemon hurt from Surf)
Thunderbolt
Ice Beam

Can you please improve my double battle team?

Moving to the In-Game Team Help forum~

May you provide natures and EVs?

Also, perhaps you should replace Starmie's Waterfall with Hydro Pump or Recover.

To better utilize Garchomp's Earthquake, you should have a partner with Levitate or a Flying type. I don't see you using EQ much with Heatran out.. Consider other double battle strategies.

Totally agree. Your heatran's gonna be out in 1 or 2 Eqs.
