To get to Celestic, you have to first beat the next gym - I believe it is Veilstone, then do some stuff with Team Galactic, I think.
Eventually, you'll get some sort of medicine, maybe from Cynthia, to save some Psyducks of their chronic headache, just north of Solaceon - you should be able to get here just by following the rather conspicuous path north.
Keep going until you hit a tree. And talk to the Psyduck.
