I only know a little bit for HG/SS:
1.Unzip arm9.bin
2.Go to address 0x70080
3.The byte here (08) is the shiny probability.
08 = 1/8192
as of Gen 6 its now 10 = 1/4096
if set to maximum FF = 1/257
4.Save the byte however you want.
