Pokemon Emerald Hacking, Increasing AI Difficulty?

    Hey all, I'm just starting to dabble in rom hacking, and would like to make emerald a little harder without increasing grinding. Is there a way to make the standard AI harder? Obviously youngsters won't be at the same level as the champion but I'd want gym leaders to try and switch around if a pokemon has better moves/typing. Is this possible or is the only feasible way to increase difficulty in these games giving trainers more/stronger pokemon?
