Prelude: I have theoretically gone through and created a team for the Generation III Pokemon game "Emerald."

NOTE: (?) is used for unsure/un-finalized moves in the set. These are what I require assistance for the most.

NOTE: I have used no legendaries, and no starters.

    Gardevoir (female) - Captian
    Hypnosis
    Thunderbolt
    Dream Eater
    Shadow Ball

    Milotic (female)
    Surf
    Ice Beam
    Blizzard(?)
    Water Pulse(?)

    Manectric (male)
    Thunderbolt
    Crunch
    Hyper Beam(?)
    Toxic(?)

    Breloom
    Giga Drain
    Brick Break
    Sky Uppercut(?)
    Spore

    Torkoal
    Flamethrower
    Smokescreen
    Overheat
    Sludge Bomb(?)

    Salamance
    Fly
    Flamethrower
    Dragon Claw(?)
    Brick Break

You should give your Gardevoir Psychic instead of Dream Eater. Dream Eater only works when your opponent is asleep, whereas Psychic works whether your opponent is asleep or not.

Milotic may want Recover instead of Water Pulse, and Toxic or Safeguard instead of Blizzard.

When it comes to Manectric, you shouldn't give it Hyper Beam. In fact, I'd advise against Hyper Beam in general. Sure, the power is nice, but if you use it, you have to recharge the next turn, leaving you unable to attack. Give your Manectric Roar instead. And instead of Toxic, you could give it Thunder Wave.

As for Salamence, you should replace either Flamethrower or Brick Break with Earthquake. Either that, or replace your Torkoal with a Camerupt. Camerupt is stronger and faster than Torkoal, and it can learn Earthquake and Rock Slide by level, and Flamethrower by TM.

Alright, so after taking what you've said into consideration, here's my new team's setup:

    Gardevoir (female) - Captian
    Psychic
    Thunder Punch (Gen III, correct?)
    Fire Punch (Gen III, correct?)
    Shadow Ball

    Milotic (female)
    Surf
    Ice Beam
    Toxic
    Recover

    Manectric (male)
    Thunderbolt
    Crunch
    Roar
    Thunder Wave

    Breloom (male)
    Giga Drain
    Brick Break
    Sky Uppercut
    Spore

    Torkoal (male)
    Flamethrower
    Smokescreen
    Overheat
    Sluge Bomb

    Salamance (male)
    Fly
    Dragon Claw
    Earthquake
    Brick Break

NOTE: Torkoal is mainly just a wall so I can heal other team members. It's also good for reducing opponent accuracy and poisoning the opponent. That's really the main reason I have him for my team. If there's a better tank pokemon, I would like to know. Thanks!

EDITED NOTE: What natures should I breed into these Pokémon for the corresponding movesets?
